dc.description.abstractTourism in the recent years has become a smokeless industry, thus the training of human resources in the Tourism industry is getting urgent. Especially, when Viet Nam joined MRA- TP (Asean Mutual Recognition Arrangement on Tourism Professional), it requires a general standard skill, knowledge applicable to the MRA-TP, and it is VTOS 2013 (Viet Nam Tourism Occupational Standard) is a tool to measure and evaluate learners to meet MRA-TP. So all the Tourism Vocational Colleges have to change their old method to apply new VTOS 2013 in their training. Beside of trainers willing to change, there are also some resist to change when applying new method. The research to find out some factors lead to resistance to change The research adopted the survey research method. Both qualitative and quantitative techniques were applied. The qualitative technique involved an interview with the Rectors of some Tourism Vocational College in three these cities, especially interview some managers of hotels in Ho Chi Minh to know what they really need in reality for employees who willing to work in their hotels, and what they think about VTOS. The quantitative technique involved the questionnaire survey of the tourism vocational colleges in Ho Chi Minh, Nha Trang and Dalat cities. Data were collected from 211 respondents who were trainers in the Tourism Vocational Colleges in Ho Chi Minh City, Nha Trang and Dalat city. The results of data analysis show that Feer of loss, Vtos 2013 technical quality factors, and Change Implementation as Organizational factors were playing an important role influencing the user‟s resistance to change during applying the new method as VTOS 2013.
