Location planning for parcel lockers is a proposed method with great potential for saving operation costs and minimizing traffic congestion arising from multiple shipments of orders in urban areas. In this paper, we present a multi-criteria decision-making approach for planning the location of parcel lockers distributed in urban areas under conditions of uncertainty. The proposed method involves identifying potential wards in District 1 of Ho Chi Minh City, selecting evaluation criteria, using fuzzy logic to quantify criteria values under uncertainty, and using the Fuzzy TOPSIS application to evaluate and select the best location to deploy parcel lockers in urban areas. Sensitivity analysis was performed to determine the effect of criterion weights on parcel lockers. The strength of the proposed work is its ability to deal with uncertainty arising from the need for more actual data in the location planning for parcel lockers. Logistics operators can practically apply the proposed approach in deciding the exact location of parcel locker considering city governments' proposed sustainable freight regulations.en_US
